This smokeless tobacco cessation program contains a set of materials for oral health care workers to use with their patients. The program guide explains how to present the patient materials, including how to adapt the program for adolescents. A videotape reviews the material in the guide and shows how to conduct an intervention. The patient packet includes pamphlets that discuss snuff, chewing tobacco, and nicotine skin patches. A patient videotape reviews the material presented during the intervention.

This tobacco intervention manual for the oral health team is part of an effort to develop, test, and disseminate the most effective techniques to reduce the prevalence of tobacco use in America. This document emphasizes the importance of helping patients who use smoking or smokeless tobacco. The interventions recommended in the manual (which are based on National Cancer Institute trials and several other studies' findings) have demonstrated a positive and enduring effect on significant numbers of participants. The manual, divided into three sections, provides a detailed description of a successful intervention, presenting practical steps for establishing an office program, helping patients to stop using tobacco, and following through with patients and others affected by tobacco use. The appendices contain additional information about how to quit using tobacco. Included are sample forms and protocols, lists of available resources, and self-help tips. Tear-out materials are provided at the end of the manual for use in implementing the program.

This report describes the results of a study to identify policies that would have the greatest potential to prevent the most disease, injury, and premature death in the United States. The nine policies identified are in the priority areas of tobacco addiction, alcohol use, violence, oral health, physical activity, and clinical preventive services. The report includes a discussion of the context of prevention programs and the value of setting priorities, impacts of the nine suggested policies on health, the approach taken by this project, conclusions, and next steps. The appendices include details of each of the nine policies suggested, a catalog of policies considered for study, estimates of lives that would be saved in one year by the suggested policies, and lists of advisory committee members and experts interviewed in the preparation of this report.
