This report describes the participation of private practice dentists in Medicaid in California, where only 44 percent of the approximately 4.5 million Medicaid beneficiaries eligible for dental services use those services annually. The study examines three questions: (1) To what extent is the supply of dentists treating the Medicaid population a result of the number of dentists overall? (2) Are community characteristics predictive of primary care dentists' participation in the Medicaid program? and (3) In areas with a low supply of private Medicaid dentists, are clinics serving as a safety net? Appendices describe dental services under Medicaid in California and explain the report methodology.

This report presents selected highlights of data from a1999 survey studying various aspects of individual dentists' career progression and characteristics of the dentists' current practice. Where possible, the report makes comparisons between male and female dentists and between dentists under age 40 and ages 40 and over, and by gender within age groups. The appendices provide the survey methodology, supplemental tables, a glossary, and the survey instrument. Extensive tables and figures provide statistical data.

      This resource guide provides a framework for looking at issues and components involved in creating, implementing and evaluating community-based oral health programs for young children, especially those in rural areas. Community-based and office/clinical preventive approaches and dental care systems are addressed, as are public and provider education, systems issues such as referrals and case management, and other approaches. Chapter topics include assessing oral health needs for rural communities; mobilizing community assets for collaborative efforts; oral diseases and conditions in young children; approaches to screening, referral, and case management; options in dental care models; public education and media advocacy; workforce models and opportunities; advocacy, legislation, and regulatory changes; financing and funding opportunities and strategies; and strategies for sustainability.
