This audiotape and accompanying guide help provide legislators and staff with an understanding of special populations and services for children with special health care needs (CSHCN). In the areas of oral health, mental health, and substance abuse, the audio tape and guide address the eligibility of the CSHCN population with regard to the State Children's Health Insurance Program (CHIP). The audio tape, entitled "Children's Unmet Needs and Special Issues, " is an edited recording of a March 1998 meeting in Nashville, Tennessee, of legislative staff, state agency officials, and national experts who discussed such questions as the actual number of CSHCN and the conditions affecting these special populations.

    This fact sheet provides national data on the impact of oral diseases on children of all ages—infants through adolescents—and especially those in families with low incomes. Data are presented on the number of children affected by untreated oral diseases, the number of school days missed, the barriers to accessing needed dental care, and the costs of providing such care. Included is a graph illustrating the overall decline in recent years in the percentage of children receiving an Early and Periodic Screening, Diagnostic and Treatment (EPSDT) preventive dental service.         This journal article describes activities of the federal Oral Health Initiative to strengthen service-delivery systems, enhance collaboration among federal agencies, and provide states with the resources needed to improve the oral health of children from minority groups and those from families with low incomes, including children with special health care needs. Activities to enhance programs, services, and training are discussed. Topics include expanding the number of direct-service dental programs, establishing or enhancing graduate training programs in pediatric and general dentistry and in dental public health, and funding training programs in dentistry to train dental public health leaders.

              This report proposes a new approach to policy for state financing of oral health care for the 20 million children who lack access to preventive and reparative services.               This report summarizes the discussions of the "AIM for Change" (Achieving Improvements in Medicaid) Conference, a forum for state and local leaders to discuss ways to improve the delivery of dentistry to Medicaid patients, especially children. Discussions include what federal agencies are doing, breakout sessions on how to overcome barriers to dental care in Medicaid, and summaries of state efforts. Appendices include lists of attendees, fact sheets on dentistry, the impact of oral health on overall health, dental provisions in each state in the State Children's Health Insurance Program (SCHIP), the Health Insurance Portability and Accountability Act, Medicaid program improvements and litigation in some states, and a list of additional resources, including World Wide Web sites.

                This issue brief examines the current role of Title V in providing access to and improving the quality of preventive oral health services, and it explores ways in which Title V can expand its role or better use its expertise in collaboration with others to improve the oral health status of children.
