This report offers an overview of the capacity of dental public health (DPH) to serve the public in order to stimulate the development of a blueprint for action. Topics include the rationale for and scope of dental public health; the structure and function of DPH today, including discussions of state and local DPH programs, professional education, participation of professional and voluntary organizations, assessing the value of DPH programs, and where DPH stands today. Additional topics include strengthening DPH by articulating goals for the future, earning support from policy makers and program administrators, ensuring recruitment and professional development, and other challenges and opportunities. References conclude the report.

This report explores the implications of changes mandated by the 1989 Omnibus Budget Reconciliation Act (OBRA '89) for expanding access to oral health services under Early and Periodic Screening, Diagnosis, and Testing (EPSDT). After providing a general overview of EPSDT and oral health for children from families with low incomes, the report examines the feasibility of using dentists and dental hygienists as primary care health professionals and recommends policy changes to increase the role of oral health professionals in primary care. This fact sheet presents recommendations from the American Dental Education Association's initiative to understand educational costs and student debt and to develop strategies to respond to the associated issues within dental education. The President's Commission on the Cost of Education examined the effects of the cost of dental education on such areas as trends affecting student debt, factors contributing to rising costs, access to oral health care, the pipeline of future providers and dental and oral health care faculty and researchers, and the attraction of qualified students from diverse backgrounds. The paper lists the set of five recommendations made by the commission that the association could pursue.

This report analyzes the findings of a 1999 study of access to dental care for children covered by Medicaid or the State Childrens Health Insurance Program (SCHIP). Findings are reported as an aggregate, not state by state. The report includes sections on background and methodology, access barriers, reimbursement policy, managed dental care, efforts to change behavior, the role of safety net providers, outreach to children and families, outreach to providers, and SCHIP.
