This document describes children's oral health care and findings from research in Colorado. It also presents case studies of children with severe oral health problems and identifies the reasons that children from families with low incomes lack access to oral health. This analysis was prepared as part of the Shining Smiles initiative.

This report uses estimates drawn from the 1997 National Survey of America's Families (NSAF) to examine variations in the receipt of dental services and in unmet need for dental care across different subgroups of children ages three and over, both nationally and across 13 different states. The report examines the specific barriers to care and their policy implications.

This report for policymakers is part of the Assessing the New Federalism series, a multiyear project to analyze the devolution of responsibility for social programs from the federal government to the states. In analyzing whether and how the coverage and delivery of dental services is changing under the State Children's Health Insurance Program (SCHIP), the report focuses on key differences between new separate SCHIP initiatives and traditional and expanded Medicaid programs. The report describes SCHIP policies on dental coverage and provision (i.e., the dental coverage debate, scope of benefits coverage, cost-sharing arrangements, service delivery and payment arrangements, payment amounts and other efforts to promote provider participation, the impact of SCHIP dental programs on Medicaid), early measures of provider supply and service use, and policy implications. The appendices provide information on states' insurance program choices and key SCHIP and Medicaid contacts in the study states.

This report presents an assessment of all 50 states and the District of Columbia, using an A to F scale, on whether and how well they are employing eight policy approaches to ensure oral health and access to care for children. The policies fall into four groups: cost-effective ways to help prevent problems from occurring (dental sealants and community water fluoridation); improvements in Medicaid that enable and motivate dentists to treat children from families with low incomes; innovative work force models that expand the number of qualified providers; and information (collecting data, gauging progress, and improving performance). Individual state fact sheets are also available.

This report and accompanying fact sheets identify policies that states can adopt to improve children's oral health and uses these benchmarks to grade states' ability to serve children who are insured or soon to be insured. Core policy areas include fluoridation, Medicaid improvements, innovative work force models, and data collection and reporting. The report presents key findings as well as information on the consequences of poor access and state budget challenges and dental investments. The fact sheets provide grades and benchmarks for each state, reflecting changes that have occurred since an initial 2010 assessment. A video featuring report findings is also available.

This report examines essential health benefits (EHBs) for children required by the Affordable Care Act and coverage in federal and state benchmark plans. The report compares federal and state employee and small group insurance plans, as well as policies in separate Children's Health Insurance Programs and Medicaid and Early and Periodic Screening, Diagnostic, and Treatment programs. The report also outlines the plans' strengths and weaknesses by EHB category, including pediatric preventive, diagnostic, and restorative oral health services.
