This report presents the findings an oral health needs assessment to monitor dental disease trends within Oregon between 1991 and 1993. The first phase of the assessment evaluated the oral health of Oregon's children. The second phase evaluated special adult populations within the state, including nursing facility residents, adults with physical and/or mental disabilities, minority populations, adults with low-incomes, and women in the perinatal period.

This report presents the results of a survey of the 50 states and Puerto Rico concerning the status of each state's Medicaid dental managed care program. Of the 31 respondents, 14 states indicated having some or all individuals eligible for Medicaid covered under a dental managed care program; 9 other states are studying the feasibility of such a program. The survey addressed eligibility requirements, utilization, covered services for children and for adults, types of providers, reimbursement methods, and capitation fees of Medicaid dental managed care programs.

This report describes the survey process and presents the results of a survey to assess the oral health status of school children in Multnomah County, Oregon. Also included in this report is a comparison between the 1995–1996 data and the data collected as part of the Oregon Oral Health Needs Assessment conducted during the 1991–92 school year. The oral health needs assessment targeted Head Start children, elementary-school children ages 6–8 years, and elementary-school children ages 10–12 years.

This summary of 15 state reports discusses (1) oral health care issues for Medicaid-enrolled children, (2) the children at highest risk for dental caries, (3) barriers to provider participation, (4) Medicaid payments for oral health care in relation to state Medicaid expenditures, (5) states' response to children's oral health needs, (6) lack of access to oral health services for Medicaid recipients, and (7) the result of untreated oral health problems. Potential strategies for an integrated solution are discussed. Specific reports are provided for Arizona, California, Colorado, Connecticut, Hawaii, Iowa, Maryland, Montana, New Hampshire, North Dakota, Ohio, Oregon, Rhode Island, Virginia, and Washington. This report describes the work of Healthy Communities, a network that helps community groups address health improvement projects in the Portland tri-county area. The group was formed to enable its sponsoring organization, Oregon Health Systems in Collaboration, to fulfill its promise to act on community feedback about health care concerns. Action teams have responded to community concerns with projects such as head lice prevention and treatment, access to oral health care for the underserved, coordination of regional health data, and planning and managing health-related activities for homeless youth.
