This manual provides training for health professionals in the Spokane community who have clients who qualify for the Access to Baby and Child Dentistry (ABCD) program. The ABCD program is designed to increase oral health access to children ages birth to 3 who live in Spokane County and receive medical assistance coupons. The manual describes the program, explains how to register a child, helps parents understand why a young child should see a dentist and how to prepare the child for a dental visit, and presents information about fluoride varnish.

    This report summarizes the discussions of the "AIM for Change" (Achieving Improvements in Medicaid) Conference, a forum for state and local leaders to discuss ways to improve the delivery of dentistry to Medicaid patients, especially children. Discussions include what federal agencies are doing, breakout sessions on how to overcome barriers to dental care in Medicaid, and summaries of state efforts. Appendices include lists of attendees, fact sheets on dentistry, the impact of oral health on overall health, dental provisions in each state in the State Children's Health Insurance Program (SCHIP), the Health Insurance Portability and Accountability Act, Medicaid program improvements and litigation in some states, and a list of additional resources, including World Wide Web sites.

      This report presents the history of the federal Dental Health Professional Shortage Areas program, critiques the current designation criteria, and provides recommendations to revise the criteria to ensure access to adequate oral health care. The recommendations section outlines six focal points gathered from members of the practice community, facility administrations, professional organizations, policy analysts, and federal, state, and local shortage designation authorities. An annotated bibliography is provided.

            This document provides guidance to local public health agencies in developing, integrating, expanding, or enhancing community oral health programs. Steps include (1) mobilize community support, (2) assess needs and existing resources, (3) plan the program, (4) implement the program, (5) evaluate the program, and (6) participate in policy development and research. Throughout the guide, resources related to each step are identified and described. Also included are four appendices: (1) resources organized by steps, (2) list of resources by topic area, (3) effective community and individual preventive measures for dental caries prevention and a comparison of five effective community prevention programs for dental caries, and (4) crosswalk between 10 essential public health services, essential public health services to promote oral health in the United States, and dental public health competencies.
