This report describes alternatives for including oral health care, particularly care for children, under national health insurance plans and recommendations for oral health policy. Topics include the need for and use of oral health services, epidemiology and oral disease, the effectiveness of preventive services, oral health care expenditures, and characteristics of oral health insurance. The report concludes with a discussion of benefit priorites and their estimated costs.

Estimates are based on data collection in the National health Interview Survey of 1986.

This supplement contains the proceedings of a symposium convened to explore issues pertaining to the emerging field of oral pharmaceuticals and its impact on the dental profession. The symposium was held April 23, 1993 at the Copley Plaza Hotel in Boston, MA. The supplement contains nine papers, each written by a different author. The papers discuss topics such as the emerging field of oral pharmaceuticals, trends in the health sciences, the medical management of dental caries, pharmaceuticals and periodontal disease, insurance issues and new treatments, and oral pharmaceuticals and adult patients. Some of the papers include tables, figures, and/or illustrations.

This paper addresses access to health care from an ethical perspective. The author presents a case study of a child with special health needs denied standards of care for his condition by a primary care pediatrician with decision making authority in a managed care environment. The second part of the paper examines allocation of health resources to children as a part of public policy.

This report presents the results of a survey of the 50 states and Puerto Rico concerning the status of each state's Medicaid dental managed care program. Of the 31 respondents, 14 states indicated having some or all individuals eligible for Medicaid covered under a dental managed care program; 9 other states are studying the feasibility of such a program. The survey addressed eligibility requirements, utilization, covered services for children and for adults, types of providers, reimbursement methods, and capitation fees of Medicaid dental managed care programs.
