This curriculum is designed to help safety net dental clinic staff improve efficiency and quality of care, meet patients' needs, and set up an infrastructure that is conducive to these activities. The series of six modules provide detailed guidelines for developing a policies and procedures manual, developing a staff handbook, and recruiting and retaining staff. The modules also present information on the importance of health records, including their vital role in malpractice cases, and on how to efficiently purchase, stock, and track supplies. In addition, the modules contain detailed information on effective appointment scheduling and on how to handle hazardous substances and plan for emergencies in the clinic setting. The modules include both national information and information specific to Ohio.

This notebook was developed as background materials for the dental summit held on May10-11,1999 in Grantville, Pennsylvania. The summit focused on improving access to dental care for Medical Assistance recipients, with participation by major stakeholders in a collaborative process. Five workgroups organized around children, special needs populations, managed care, and provider inducements and quality met to discuss accessibility issues and make recommendations. Contents of the reference binder include a statement of the conference's vision, goals, and objectives; Pennsylvania regulations on the Medical Assistance Program and dental services; the Medical Assistance fee schedule; copies of invoice forms; and statistical charts. Several issue-related articles are also included in the summit materials.

    This study compares fee-for-service payment rates for medical and dental care in the Medi-Cal program to the rates paid by every other state's Medicaid program and contrasts states' fees as a percentage of Medicare's average allowed charge. The study is divided into eight sections, including an executive summary that discuss the methodology of the survey used, the participants, and the results. The survey instrument is provided as the first appendix. Other appendices include notes on the fee-selection process for each state, charts on base-line Medicaid fee data for each state, and an overview of state-specific rankings, which is also presented in chart format.

    This document provides an overview of the typical Medicaid provider claims submission and payment process, as well as additional non-claims-based payment processes. It also briefly describes post-payment review processes and the use of payment data for administrative purposes including program analysis and program integrity. Topics include claims-based payments authorization, claim submission, adjudication, and payment. It also discusses additional payment processes such as supplemental payment, Medicaid cost-sharing, certified public expenditures, Medicaid managed care and care coordination payments. Post-payment review and use of claims and other payment data for additional purposes are outlined.
