This fact sheet provides national data on the impact of oral diseases on children of all ages—infants through adolescents—and especially those in families with low incomes. Data are presented on the number of children affected by untreated oral diseases, the number of school days missed, the barriers to accessing needed dental care, and the costs of providing such care. Included is a graph illustrating the overall decline in the percentage of children receiving an Early and Periodic Screening, Diagnostic and Treatment (EPSDT) preventive dental service. This participant binder contains materials from the expert meeting held on May 11-12, 2006, in Washington, DC, to address approaches, issues, and challenges faced by school-based dental sealant programs in enrolling eligible children in Medicaid and the State Children's Health Insurance Program and linking them to a dental home. Also discussed are considerations and strategies for strengthening school-based dental sealant program linkages with community resources, including dental insurance and providers who can meet children's broader oral health care needs.       This document is intended to help state and local health officials understand how Medicaid works and how it can improve access to oral health services for low-income and underserved populations. Various strategies to expand access to oral health services are discussed, including ensuring adequate coverage and payment, improving dentists' participation, increasing the enrollment of individuals eligible, and improving eligibility standards for Medicaid and the State Children's Health Insurance Program.
