Proceedings of the Head Start Partners Oral Health Forum
This special reprint of portions of the Summer 2000 issue of the Journal of Public Health Dentistry presents papers and responses given at the Head Start and Partners Oral Health Forum, held on September 16–17, 1999, in Pentagon City, Virginia. The American Dental Association and Head Start: Envisioning Future Collaborations to Improve Oral Health—Chicago, Illinois, October 29, 2004
This report describes a meeting between the American Dental Association (ADA), the Maternal and Child Health Bureau (MCHB), and Head Start to discuss how to address oral health issues and implement strategies to enhance education, prevention, and access to oral health care. The meeting was held on October 29, 2004, in Chicago, Illinois. Topics include a national update on oral health and Head Start; challenges in improving oral health status in Early Head Start and Head Start; promising practices to enhance oral health education, prevention, and clinical services; and maximizing opportunities for collaboration between ADA, MCHB, and Head Start. American Dental Education Association and Head Start: Envisioning Future Collaborations to Improve Oral Health
This report describes a forum held in Washington, DC on June 23, 2006, to discuss collaboration between oral health organizations and Head Start for the purpose of addressing oral health issues of underserved children and their families and to identify effective content for a Web-based audio-conference. Report contents include an executive summary, background on the forum and the American Dental Education Association, models and strategies for collaboration, and recommendations and next steps. American Dental Hygienists' Association (ADHA) and HRSA/MCHB: Forum on Enhancing Partnerships for Head Start and Oral Health

Enhancing Partnerships for Head Start and Oral Health: Professional Dental Organizations—Final Synthesis Report
This final report synthesizes the findings from Head Start oral health forums conducted for professional organizations from 2002 to 2004 focusing on priority issues and strategies related to five issue areas as priorities for future action at the national level to improve the oral health of children enrolled in Early Head Start and Head Start programs. The five oral-health-related issue areas include data and surveillance, work force capacity, education, insurance and other access issues, and collaboration. Strategies are discussed, and an update is included on activities the professional organizations conducted since their respective forums took place.

Head Start Community Forum: Head Start and Community-Based Oral Health Programs—Enhancing Collaborations to Improve Oral Health Folder

Hispanic Dental Association and Head Start: Envisioning Future Collaborations to Improve Oral Health
This report describes a meeting on future collaborations to improve oral health held on February 27, 2006, in Denver, Colorado. The primary function of the meeting was to discuss ways the Hispanic Dental Association (HDA) could collaborate with Head Start (HS) for the purpose of addressing oral health issues of the Hispanic children and their families. Topics include developing the internal capacity of HDA members to work with HS programs, expanding education and outreach efforts, and addressing barriers to access. Enhancing Partnerships for Head Start and Oral Health: Regional Forums—Final Synthesis Report
This final report synthesizes the findings from 10 regional Head Start oral health forums conducted from 2001 to 2005 focusing on priority issues and strategies related to oral health for children and families served by Early Head Start and Head Start programs. Topics include (1) an overview of the Head Start Bureau and Maternal and Child Health Bureau oral health partnership and (2) the regional forums. Topics include issues related to prevention, education, and access to care. A brief conclusion completes the report.

Enhancing Partnerships for Head Start and Oral Health: Special Population Forums—Final Synthesis Report
This final report synthesizes Head Start oral health forum participant suggestions for strategies for addressing oral health concerns of special populations enrolled in Head Start programs in Region XI and Region XII. The populations are identified as American Indian-Alaska Native and migrant and seasonal farmworkers. Topics include (1) an overview of the Head Start Bureau and Maternal and Child Health Bureau oral health partnership, (2) the special population forums, and (3) an overview of the special populations and their regions, including oral health care services available and cultural considerations. Additional topics include priority issues and strategies, including prevention, education, access to care, and cross-cutting recommendations. A brief conclusion completes the report.

Charting a Future Course: A Regional Forum on Head Start and Oral Health—Report for Region I Forum

Charting a Future Course: A Region I Forum on Head Start and Oral Health
This folder includes materials provided to participants in the Region I Head Start oral health forum held on June 10–11, 2004, in Manchester, New Hampshire. Materials include an outline of the forum goals, the agenda, two participant lists, a handout on Head Start and oral health collaborations, a policy statement from the American Academy of Pediatrics on oral health assessment and the establishment of a dental home, printed slides from presentations on training and Head Start state perspectives, and a meeting evaluation form. Also included are a group discussion list and instructions; regional forum maps; a job description for a regional Head Start oral health consultant; and other supporting handouts outlining data, selected oral health standards, and access to oral health care issues. Working Together: Planning and Strategizing for Improved Oral Health Care—Maine Head Start and Early Head Start Oral Health Forum Report and Action Steps
This report focuses on the Maine Early Head Start and Head Start oral health forum held on April 25, 2005, in Augusta, Maine, which brought together a multidisciplinary group of 65 stakeholders to develop an action plan to improve oral health care for children enrolled in Early Head Start and Head Start. The report provides background, discusses forum planning, summarizes the forum, and presents an action plan and a forum budget. Four appendices include a forum planning group list, a forum invitation, a health coordinator survey summary, and a participant list.

Final Report: Early Head Start/Head Start Maine Oral Health Forum—Working Together: Planning and Strategizing for Improved Oral Health Care
This final report describes the activities of the oral health forum held on April 25, 2005, in Augusta, Maine, to develop an action plan to improve oral health care for children enrolled in Early Head Start and Head Start in Maine. Topics include a review of the state of oral health for program participants and barriers to oral health access and improvement. Additional information is provided on prevention and education, increased access to oral health care, and financing and policy development. Massachusetts
Massachusetts Early Head Start/Head Start Oral Health Forums Report
This brief reports on oral health forums held on October 8–9, 2003, in Massachusetts
to gather input from a multidisciplinary group of stakeholders involved with Head Start and Early Head Start children and their families. Topics include barriers to accessing oral health services and provider participation in the program. Sections discuss the planning of the forum, the format of the forum, outcomes, and next steps.

2005 Massachusetts Head Start Oral Health Action Plan
This report outlines the action plan developed in 2005 to improve the oral health of children enrolled in Head Start and Early Head Start and their families in the state of Massachusetts. Charts outline strategies and their elements in education and training, oral health surveillance, collaboration, disease prevention and dental caries management, and 100 percent access to oral health care services—the dental home. A narrative section discusses accomplishments including a brief summary of results from the statewide oral health survey, the state action plan, oral health education, access to prevention, access to a continuous source of oral health care services, and a review of trends and significant problems and constraints.

Follow-Up Activities to Early Head Start/Head Start State/Territorial Oral Health Forums
This brief report outlines follow-up activities to Massachusetts' oral health forums to increase awareness among parents, Head Start program staff, and others of the importance of oral health and oral health services for children enrolled in Head Start. The report focuses on (1) collaborative activities aimed at promoting oral health, (2) access to care, and (3) oral health education. Activities accomplished to date, immediate outcomes, planned follow-up activities, and the need for additional resources are also discussed. A table provides information on program expenditures.

New Hampshire
New Hampshire Head Start Oral Health Plan
This report outlines a Head Start oral health plan that was developed at a statewide forum held April 12, 2004, to discuss how the state’s Head Start program could better address the oral health needs of its enrolled children. The focus of the forum was the state oral health program and the prevention of early childhood caries. The report consists primarily of a chart that presents activities, anticipated outputs, and other information for goals and objectives in these areas: improving the oral health status of New Hampshire Head Start children and their families, increasing provider participation in medical and dental disciplines, utilizing Head Start’s program strengths to expand the reach of oral health education, and building coalitions among Head Start partner agencies to create a unified message on oral health. A monitoring and evaluation plan is presented in a second chart.

Rhode Island
Rhode Island Early Childhood Oral Health Action Plan
Addendum
This report describes the statewide oral health forum held on May 17, 2004, in Warwick, Rhode Island, to identify barriers to oral health access, propose potential resolutions, and build support for improving the oral health of children and families enrolled in Early Head Start and Head Start. Topics include access to care barriers, oral disease data, prevention opportunities in pediatric dentistry, the pediatrician’s role in oral health assessment, and the importance of oral health as a foundation for future success. Contents include an executive summary; an outline of the oral health action plan; next steps, including the mission and vision of the Rhode Island Early Childhood Oral Health coalition; and acknowledgments. The addendum, dated August 2005, charts progress in implementing many of the action plan’s strategies, acknowledges past work, and celebrates the coalition’s first-year accomplishments.

Vermont
The Vermont Early Head Start/Head Start Oral Health Forum and Action Plan
This report describes the oral health forum held on May 13, 2005, in Quechee, Vermont, to improve the oral health of children enrolled in Early Head Start and Head Start and to develop an action plan. The report provides information on statewide activities, partners, and barriers that existed before the forum took place. Also included is a participant list, an agenda, and minutes of the planning meeting. The report concludes with the forum invitee list and an action plan. Appendices include the invitation letter, evaluation letter, and evaluation form.

Final Report Vermont Department of Health: Follow-Up Activities to EHS/HS State/Territorial Oral Health Forum
This report provides an overview of Head Start oral health activities in Vermont to provide exams and preventive services. Four objectives are outlined: (1) understand how the state’s program measures up against national Head Start program performance standards for oral health; (2) learn about national strategies to improve oral health access, prevention, and practitioner availability for children enrolled in Head Start; (3) develop an action plan for putting critical oral health strategies into practice; and (4) understand the impact of oral health on school readiness and the public policy implications associated with reaching Delaware’s oral-health-related goals. It provides background justification for oral health planning for the state, a description of the planning and process group, a timeline of events, methods used to develop an action plan, a description of the invitees and participants at the forum, and follow-up activities since the forum.

Maryland Head Start Oral Health Action Plan
This fact sheet describes elements of the action plan to provide oral health care for infants and children (birth to age 5) and their families in Maryland. Strategies are outlined in access to oral health services and oral disease prevention and oral health education for children, parents, teachers, and health professionals.

Pennsylvania
The Pennsylvania Oral Health Summit: Mobilizing Community Action for Oral Health
This report describes a meeting held on March 16–17, 2004, in Camp Hill, Pennsylvania focusing on Head Start oral health issues. Topics include identifying and inviting three-member teams to work with a local Head Start representative to collaborate in developing action plans based upon the needs of the individual counties, identifying barriers to access to oral health professionals, reviewing health professional participation, and developing strategies to address oral health issues. Report contents include a summary of the planning; a summary of the speakers and their topics; a summary of the small groups sessions on access, education, and prevention; and a conclusion. A copy of the agenda is provided.

Virginia
Virginia Strategic Plan for Early Head Start and Head Start Programs
This chart outlines oral health goals, strategies, and action steps for Early Head Start and Head Start programs in Virginia developed in follow-up to the forum held on September 21, 2005, in Richmond, Virginia. The following goals are discussed: (1) increase access to oral health care through public and private health professionals, (2) increase access to pediatric dentists, (3) increase state and local collaboration among service providers to teach families the importance of oral health, (4) increase the number of dentists participating in Medicaid, (5) increase oral health literacy in culturally competent ways, (6) increase the utilization of fluoride varnish for young children, and (7) implement policies and regulatory action that will promote improved oral health among children. Strategies and action steps for achieving each goal are presented, along with proposed key partners, lead organization, timelines, and resource needs.

Virginia Head Start Oral Health Forum
This notebook contains participant materials from the oral health forum held on September 21, 2005, in Richmond, Virginia. Louisiana's Oral Health Summit 2002

The summit was designed to assemble oral health leaders and policymakers to address access to oral health care, infrastructure, education, and financing of oral health care. Discussion focused on the oral health needs of children in general, then specifically on the needs of children enrolled in Head Start. The report provides information on the oral health needs of children, including children enrolled in Head Start, pregnant women, adults, the elderly, and individuals with special health care needs. The report concludes with a discussion of oral health professional participation in Medicaid.

New Mexico
New Mexico Early Head Start/Head Start and Oral Health Forum

Nevada
State of Nevada Head Start/Early Childhood Oral Health Forum
This report describes the Head Start oral health forum held on March 25, 2003, in Reno, Nevada, to address the oral health needs of young children, with an emphasis on children enrolled in Early Head Start and Head Start. Topics include background information on oral health problems in Nevada, the forum planning process and action plan development, oral health screening, gaps in Nevada’s children’s oral health program, and next steps. A brief budget outline is included.

Nevada Final Report: Follow-Up Activities to Early Head Start/Head Start State/Territorial Oral Health Forums
This final report describes activities proposed and accomplished during 2004 and early 2005 for three oral health strategic planning sessions to address the oral health issues of children enrolled in Early Head Start and Head Start in Nevada. Also included is information on outcomes and additional follow-up activities planned, as well as budget commentary. A list of forum invitees is provided, along with charts outlining goals, objectives, strategies, and more for the topics of fluoridation, fluoride varnish, health education, examinations, emergency and routine treatment, and hospital- or surgery-center-based treatment.

Pacific Basin
Working Together to Improve Children's Smiles: 2002 Pacific Early Head Start/Head Start Oral Health Forum—Final Report
This report describes activities of the Pacific Basin Head Start oral health forum, held on November 1415, 2002, in Pohnpei, Federated States of Micronesia. Participating jurisdictions included Guam, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Republic of the Marshall Islands, American Samoa, and the four Federated States of Micronesia. The purpose of the forum was to (1) develop model partnerships between Head Start programs and Divisions of Oral Health for Pacific jurisdictions; (2) share ideas, best practices, and collaborative solutions to oral health problems among young children in these jurisdictions; (3) identify strategies and the key roles for stakeholders and other entities for action; and (4) develop strategic action plans specific to each participating jurisdiction in the form of model Early Head Start oral health programs and to strengthen current Head Start oral health programs. The report presents information on the forum planning process, activities, and participants.

Marshall Islands
Final Report on Head Start Oral Health Forum

This report describes the action plan and next steps of the Head Start oral health forum, held on October 30 and November 1, 2002 in Majuro, Marshall Islands. Topics include background justification, the planning process, self-education, review responsibilities, community awareness and education, staff training, and referral system development. The section on next steps outlines the resources and challenges for the government program.

Final Report: Follow-Up Activities
This final report describes follow-up activities from the oral health forum held on October 30 and November 1, 2002, in Majuro, Marshall Islands. Palau
Palau Report (Interim): Follow-Up Activities to Early Head Start/Head Start State/Territorial Oral Health Forums
This interim report describes follow-up activities to the strategic plan developed at the Pacific Head Start oral health forum held on November 14–15, 2002, in Pohnpei, Federated States of Micronesia. The activities are intended to improve collaboration between the Ministry of Health, Division of Oral Health, and Head Start (HS) in Palau. Activities include beginning a training program for both HS teachers and HS parents and families on new preventive activities in HS; collective responsibilities to improve oral health for children enrolled in HS and their younger siblings; and partnering between agencies at the territorial and local levels. Additional topics include a review of activities accomplished, additional follow-up activities planned, and a brief budget explanation.

Enhancing Partnerships for Head Start and Oral Health: Report for Region X Forum
This report summarizes the proceedings of the Region X Head Start oral health forum held on January 22–23, 2004, in Seattle, Washington. The forum brought together agencies and organizations to improve the oral health of Head Start children and families. Agenda items include a history and vision for Head Start, opportunities and challenges in enhancing oral health in the region, a road map to goals and the process for the forum, a review of group discussions and the plenary session, and next steps. The appendices of the report include a map of U.S. Department of Health and Human Services regions in the United States, the forum agenda, a participant list, outlines of actions steps and issues from the small group discussions, a chart of promising approaches and strategies, and a list of resources and partners identified as critical to strategies. Enhancing Partnerships for Head Start and Oral Health: Region X Forum
This participant folder includes materials for the Region X Head Start oral health forum held on January 22–23, 2004, in Seattle,Washington. Alaska
Final Report
This report describes the planning process for the Head Start oral health forum held on November 19, 2002, in Anchorage, Alaska. The purpose of the forum was to develop an oral health action plan. The report includes a review of potential barriers to implementing the plan and factors that may help promote its implementation. The report also provides an outline of the follow-up materials included in the planning meeting packets; notes from the planning meeting; a participant list, agenda, and meeting notes from the November 19, 2002, oral health forum; and a draft of recommended priorities for Head Start oral health initiatives.

Dental Action Plan
This plan outlines eight oral health issues identified within the Alaska Head Start Program. Issues include education of Head Start staff and parents, preventive services, access to services, surveillance, work force and training, financing, and collaboration. For each issue, the plan includes a list of proposed activities, descriptions, outcomes, the lead agency, and evaluation steps.

Idaho
Idaho Head Start Oral Health Forum: Final Report

This final report summarizes the oral health forum held on November 18–19, 2004, in Boise, Idaho, about the oral health of Idaho’s children, particularly children enrolled in Early Head Start and Head Start. Contents include presentation and plenary session summaries, breakout session descriptions, and recommendations and next steps. The first attachment provides a chart of responses to a pre-survey of current efforts, unmet needs, and solutions, divided into categories of preventive care, primary care, education and outreach, and community partnerships. The second attachment provides the oral health plan of action resulting from the forum. It includes background information and key elements, strategies, and action steps for prevention, education, and access.

Idaho Follow-Up to Early Head Start/Head Start State/Territorial Oral Health Forum: Final Report
This report provides information about continuing activities of the Idaho Head Start Association after the November 18–19, 2004, Head Start oral health forum. Contents include a summary of educational initiatives in communities, action steps, activities accomplished, outcomes, additional activities planned, and the need for additional resources to accomplish other follow-up activities.

Oregon
Oregon Head Start Action Plan for Oral Health
This report outlines an oral health action plan developed at the Head Start Director’s and Specialist’s Meeting held in April 2003 in Eagle Crest, Oregon. Contents include the formation of the Oregon Head Start Oral Health Coalition and plan elements including access to prevention, prevention strategies, access to treatment, and education strategies.

Washington
Washington State Early Head Start/Head Start/ECEAP Oral Health Action Plan
This report outlines the action plan to address barriers to access to oral health services for Early Head Start and Head Start children in Washington State. Barriers identified are lack of water fluoridation; a shortage of oral health professionals; cultural and diversity issues; and inadequate coordination and collaboration between agencies and organizations responsible for early care, education, and health services. Report contents include a review of the oral health scenario in Washington State; Early Head Start and Head Start, and the Early Childhood Education and Assistance Program in Washington State; development of the oral health action plan; and next steps and future activities. Also included are an executive summary, references, acknowledgments, and contact information. Region XI: American Indian and Alaska Native Program
Enhancing Partnerships for Head Start and Oral Health: Report for Region XI Forum
This report describes the region XI oral health forum held on June 22, 2005, in Green Bay, Wisconsin. The forum was convened by the National Indian Head Start Directors Association Conference in collaboration with the Indian Health Service (IHS) to determine how organizations and agencies could work together to improve the oral health of children and families enrolled in Early Head Start and Head Start. Topics include critical oral health issues that impact American Indian and Alaska Native children enrolled in Early Head Start and Head Start; access to care and other issues that may improve or detract from oral health education and clinical services available; developing a strategic plan that includes assessment of current regional issues, priority gaps, promising practices, and problem areas; and contributing to the development of a national strategic plan to improve the oral health of children enrolled in Early Head Start and Head Start. Report contents are arranged into sections including an executive summary, introductions at the forum, plenary sessions, a summary of small group discussions, and responses and closing remarks.
