Head Start

If the Head Start program cannot find a dentist who participates in Medicaid, can the program pay for treatment with Head Start program funds?

Head Start program funds may be used for professional oral health services only when no other source of funding is available. When Head Start program funds are used, grantee and delegate agencies must have written record of their efforts to get other funding. Children enrolled in Medicaid are considered to have a source of funding, even though finding a dentist who will provide services to Medicaid recipients may be difficult or impossible. Even when dentists participate in Medicaid, they may not provide care to Medicaid recipients on a regular basis. So Head Start programs need to look for other resources. If services do not meet the needs of Head Start participants, Head Start funds may be used, but only after community resources and third party payment sources have been exhausted.
